Time changes, shrinks and stretches to meet it’s own needs. Time is the one thing you can’t control. Like when you are out with friends, having fun it shrinks and it’s all over before you want it too. Draco only knew too well what time feels like when you are under the Cruciatus. It stretches so it’s impossibly long. A second is a life time.
Draco laughed, that’s what Potter was feeling now. Time was stretched for Potter, the curse was doing that to him. But it was moving far too quickly for Draco. He was having fun torturing him.
